The Indian government’s Ministry of Heavy Industries published a notification in New Delhi amending the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme. The original plan, which was announced on September 29, 2024, by S.O. 4259(E), is altered by this modification, which is known as S.O. 3318(E). The modifications take effect on the day they are published in the Official Gazette.
The replacement of Annexure-6 in the original notification is the primary modification brought about by this revision. The Phased Manufacturing Program (PMP) for Electric Vehicle Public Charging Stations (EVPCS) is covered in this appendix. The indigenisation standards for various EVPCS components are outlined in the updated Annexure-6, along with the dates on which they will go into effect.
The updated requirements state that by December 1, 2021, domestic production of IS/IEC 60309 connectors, charger enclosures or panels, and internal wiring harnesses must have started. Similarly, as of the same date, software or mobile applications that enable CMS and OCPP functions must likewise be developed domestically. The indigenous source code development method must be demonstrated as part of the software tool development process.
Beginning on July 1, 2022, additional parts including AC energy meters, RFID, and input switchgear—including RCD, fuses, SPD, MCB, and MPCB—must have been produced domestically. This period also covers output switchgear in the form of AC contactors.
Domestic production of Type 2 AC charging guns is required as of January 1, 2023. Furthermore, by June 1, 2024, DC Charging Guns—CCS2 and Charger Controllers—that oversee backend connectivity, charge regulation, and communication with electric vehicles must be indigenised.
Beginning on June 1, 2025, the following components are subject to the indigenisation requirement. These consist of DC energy meters, HMIs or displays, auxiliary power supplies (SMPS), and output switchgear such as fuses, DC contactors, relays, and voltage or current isolators. Power electronics or power modules, such as AC to DC converters, must be produced domestically by December 1, 2025, as part of the last phase.
The amendment further stipulates that when providing each lot under the PM E-DRIVE Scheme, Electric Vehicle Public Charging Stations must adhere to the PMP standards that are in force on the date of the purchase order. The Ministry of Heavy Industries’ approved testing organisation must test and certify these EVPCS, and they must also meet the technical requirements outlined in IS: 17017, as revised.
Additionally, it is prohibited to import EVPCS PMP components from a single source in Completely Knocked Down (CKD) form. For this scheme, “manufacture” will be defined in accordance with the CGST Act of 2017. Any EVPCS covered under the FAME-II Scheme that has not yet been provided will likewise be subject to the new PMP guidelines. Additional Secretary Dr Hanif Qureshi signed the notification.
