In a landmark development for India’s electric vehicle (EV) transition, Delhi, Maharashtra, and Chandigarh have emerged as the top-performing regions in the inaugural India Electric Mobility Index (IEMI) 2024, released by NITI Aayog. The index provides a comprehensive assessment of states and union territories based on their progress in electric mobility adoption, infrastructure development, and innovation.

      A Three-Pillar Evaluation

The IEMI 2024 evaluates all states and UTs using 16 performance indicators, grouped under three core themes:

      1. EV Adoption and Transport Electrification

      2. Charging Infrastructure Readiness

      3. EV Research & Innovation Ecosystem

Delhi and Maharashtra led in transport electrification and innovation, while Chandigarh stood out for its charging infrastructure readiness and overall policy execution.

      Driving the EV Momentum

The report reflects a strong nationwide push towards electric mobility, with 29 states and UTs having already notified EV policies and 4 others in the draft stage. These policy frameworks aim to accelerate EV adoption, reduce emissions, and promote investments in clean transportation technologies.

The year 2024 recorded notable achievements:

      • Over 1.2 million electric vehicles registered

      • EVs accounted for 5.3% of total vehicle sales

      • More than 25,000 public EV charging stations installed across the country

States Leading in Research and Innovation

Beyond the top three, several other states showcased excellence in the EV innovation ecosystem. We also recognised Tamil Nadu, Karnataka, Haryana, and Telangana as leaders in fostering R&D and manufacturing capabilities in the sector.

      Supporting India’s Net-Zero Ambitions

Speaking on the release of the index, officials from NITI Aayog highlighted that the IEMI will act as a policy benchmarking tool, driving peer learning, healthy competition, and evidence-based decision-making among Indian states. India sees it as a key enabler in achieving its net-zero carbon emissions target by 2070.

The report also underscores the role of collaborative governance, private sector participation, and technology innovation in building a robust EV ecosystem nationwide.

Summary Table: India Electric Mobility Index 2024 – Top Performers

      State/UT Key Strengths
Delhi High EV penetration, strong policy leadership
Maharashtra Rapid transport electrification, innovation ecosystem
Chandigarh Leading in EV infrastructure and deployment

The India Electric Mobility Index is expected to be an annual benchmark and a catalyst for scaling clean transport solutions across India’s states and cities.
