Vietnam’s largest private conglomerate, Vingroup, has signed a landmark Memorandum of Understanding (MoU) with the Government of Telangana, laying the foundation for a proposed USD 3 billion investment to build an integrated, multi-sector ecosystem in the state. The MoU was signed at the Telangana Rising Global Summit and marks a significant step in Vingroup’s global expansion as well as Telangana’s vision for sustainable, future-ready growth.
Strategic Partnership for Long-Term Economic Development
Under the MoU, Vingroup and the Government of Telangana will collaborate to explore strategic opportunities across a wide range of sectors, including smart urban development, electric mobility, healthcare, education, tourism, renewable energy, and EV charging infrastructure. The proposed investments will be implemented in a phased manner across nearly 2,500 hectares of land, with the shared objective of accelerating socio-economic development and creating a globally competitive urban and industrial ecosystem in Telangana.
The agreement reinforces Telangana’s position as a preferred destination for large-scale foreign direct investment and strengthens economic cooperation between India and Vietnam.
Electric Mobility: India’s First Large-Scale Electric Taxi Fleet
A key highlight of the MoU is Vingroup’s electric mobility initiative. Through its mobility arm GSM and electric vehicle brand VinFast, the Group proposes to introduce India’s first large-scale electric taxi fleet and mobility-as-a-service (MaaS) platform in Telangana. The initiative aims to promote clean transportation, reduce urban emissions, and enhance last-mile connectivity.
Vingroup may also explore future opportunities related to EV manufacturing in India, further supporting the country’s green mobility transition.
Vinhomes Smart City to House 200,000 Residents
In the urban development segment, Vingroup plans to develop a mega Vinhomes Smart City across 1,080 hectares, designed to accommodate approximately 200,000 residents. The project is expected to generate nearly 10,000 direct and indirect jobs.
The smart city will feature a balanced mix of low-rise and high-rise developments, international-standard amenities, sustainable urban planning principles, and a limited built-up footprint, aligning with global benchmarks for livable and eco-friendly cities.
Social Infrastructure: Schools, Hospitals and Charging Network
As part of its social infrastructure commitment, Vingroup proposes to develop essential public facilities on around 70 hectares of land. These include Vinschool’s integrated K-12 education system, Vinmec’s international-standard multi-specialty hospitals, and the V-Green electric vehicle charging network. Together, these facilities aim to enhance access to quality education, healthcare, and clean mobility solutions for residents.
Tourism and Entertainment Boost through VinWonders
In the tourism and entertainment sector, Vingroup, through its VinWonders brand, plans to develop a large integrated destination comprising a theme park, zoo, and safari across approximately 350 hectares. The project is expected to significantly enhance Telangana’s tourism infrastructure while creating large-scale employment opportunities.
Renewable Energy: 500 MW Solar Power Investment
Supporting the state’s sustainability and net-zero goals, Vingroup, via VinEnergo, proposes to invest in a 500 MW solar power plant spread over 500 hectares. The solar farm will supply stable green electricity to urban developments, industrial zones, and the entire electric mobility ecosystem, strengthening Telangana’s renewable energy capacity.
Infrastructure and Connectivity Development
In addition to sector-specific projects, Vingroup has expressed interest in participating in the development of strategic connectivity infrastructure to improve regional linkages and support long-term urban spatial development.
Telangana Government Assures Policy and Infrastructure Support
On its part, the Government of Telangana has committed to facilitating land identification and allocation, coordinating master planning and project structuring, assisting with administrative approvals, and mobilizing relevant agencies to develop connecting infrastructure. The state will also consider incentives in line with existing policies and work closely with Vingroup through research and implementation phases to ensure timely and effective project execution.

Sri A. Revanth Reddy, Hon’ble Chief Minister of Telangana, described the investment as a strong endorsement of the state’s growth vision. He said the USD 3 billion commitment reflects global confidence in Telangana’s focus on sustainable urban development and green infrastructure. He added that the partnership aims to build a futuristic, net-zero city and introduce India’s first large-scale electric taxi fleet, directly improving citizens’ quality of life.
Sri D. Sridhar Babu, Hon’ble Minister for Industries, Government of Telangana, said Vingroup’s multi-sector commitment underscores the strength of Telangana’s industrial policy and positions the state as a gateway for Vietnamese and Southeast Asian investments into India.
Mr. Sanjay Kumar, IAS, Special Chief Secretary, Government of Telangana, highlighted Vingroup’s global expertise in urban development, green infrastructure, and electrified mobility, noting that the collaboration would help shape a modern and sustainable urban landscape in the state.
