The Odisha government has launched its Electric Vehicle (EV) Policy 2025, aiming to position the state as a leader in sustainable transportation and accelerate the adoption of clean mobility solutions across all vehicle segments. The policy sets an ambitious target of achieving 50% electric vehicle adoption in new registrations by 2030, covering two-wheelers, three-wheelers, four-wheelers, buses, trucks, and construction equipment.
Incentives and Subsidies
The policy introduces performance-linked subsidies for the purchase of new electric vehicles, as well as incentives for retrofitting conventional vehicles to electric, encouraging existing vehicle owners to transition to EVs. These measures are expected to make electric vehicles more affordable and attractive to both individual and commercial users.
Charging Infrastructure Expansion
To ensure robust infrastructure, the government mandates the installation of fast-charging stations at all fuel pumps on National and State Highways, along with charging points at Odisha State Road Transport Corporation (OSRTC) bus terminals and stops. Additionally, capital subsidies will be provided for the first 100 public battery-swapping stations, enhancing the accessibility and convenience of EV charging across the state.
Research and Development Support
The policy emphasises innovation, with plans to establish Centres of Excellence (CoEs) focused on EVs, charging infrastructure, and hydrogen-based technologies. A dedicated ₹15 crore fund, termed the Chief Minister’s EV R&D Grant, will support research, development, and commercialisation of advanced EV technologies within Odisha.
Workforce Development
To meet the growing demand for skilled professionals in the EV ecosystem, the policy proposes specialised training programmes under the State Council for Technical Education & Vocational Training (SCTE&VT). These initiatives aim to develop 500 skilled professionals by 2030, ensuring the state has the talent needed to support the expanding EV sector.
Government Fleet Electrification
The policy mandates the replacement of all government vehicles with electric alternatives within six months of notification. This move aims to set a benchmark for both public and private sectors, promoting the adoption of EVs while demonstrating the government’s commitment to sustainability.

By combining financial incentives, infrastructure development, innovation support, and workforce training, Odisha’s EV Policy 2025 is designed to accelerate the adoption of electric vehicles, reduce carbon emissions, and foster a green mobility ecosystem in the state.
