The Municipal Corporation Ludhiana (MCL) has issued a tender to set up 50 electric vehicle (EV) charging stations across the city as part of its efforts to strengthen green mobility infrastructure and support the growing adoption of electric vehicles.
The project will be implemented under a 10-year public-private partnership (PPP) model, inviting central and state public-sector undertakings and experienced developers to install, operate, and maintain the charging infrastructure.
Scope of the project
Under the tender, the selected bidder will be responsible for:
- Supplying, installing, operating, and maintaining EV charging stations
- Conducting feasibility studies and site surveys
- Deploying AC and DC chargers with charging management software
- Integrating digital services such as mobile app booking, QR/RFID authentication, and online payments.
In addition to the charging stations, the project also includes the installation of 10 battery-swapping points to support electric two-wheelers, three-wheelers, and commercial vehicles.
Tender details
The bid submission deadline is March 19, 2026, and bidders must submit an earnest money deposit of ₹1 million.
The city administration will assist the selected developer by:
- Allocating land at identified locations
- Coordinating with electricity distribution companies for power supply
- Facilitating necessary approvals and permissions.
Revenue model and infrastructure plan
The project will operate under a user-pays revenue model, where MCL will receive ₹1 per unit of electricity dispensed at the charging stations. Additional revenue may also be generated through advertising at charging hubs, with a share going to the municipal corporation.
Supporting EV adoption
Electric vehicles currently account for around 6% of total vehicle registrations in Ludhiana, and demand for charging infrastructure is rising rapidly in the industrial city.
Officials say the project aims to reduce range anxiety among EV users, expand charging access for passenger and commercial EVs, and position Ludhiana as a low-carbon urban mobility hub.
With the expansion of charging infrastructure and battery-swapping facilities, the initiative is expected to accelerate EV adoption while supporting cleaner transportation and improved air quality in the city.
